So while the Torrance Airport Noise Abatement Board was finding the pair of aircraft guilty of violating the noise regulations Thursday, Lucas simply informed the board that he was moving to avoid any further issues in supposedly business-friendly Torrance. Lucas said city officials even informed him that if the wind was blowing in the wrong direction, he should simply stop flying for the day so his aircraft wouldn’t trigger noise sensors that would lead to a violation. Another has received three in the past 18 months. One of his airplanes racked up 18 violations in a single day as the pilot repeatedly practiced takeoffs and landings. Then the city’s Police Department practiced ramming cars within a few feet of the airplanes, which was not exactly the best educational environment as instructors go through preflight checks with students, he said.
